Manasseh was the fourteenth king of Judah. And he was wicked. (2 Kings 21:1-2)
There is always opportunity for a wicked ruler to repent (“have a change of mind which issues in regret for past sins&in a change of conduct for the better” ~ Mark 1:15; Amplified).
